Department of the Safety of Children’s Population Vital Functions
History of the Department:
The department dedicated to studying issues of hygiene among children and adolescents was established in January 1949 at the suggestion of O.M. Marzieiev.
Over the years, the laboratory was headed by

Main areas of scientific activity:
- Comprehensive scientific research on issues related to the safety of children’s daily lives, protection of health from environmental factors, and optimization of living conditions;
- Scientific justification and development of draft regulatory acts, standards, regulations, and methodological documents in the field of child hygiene;
- Scientific justification of daily routines, dietary plans, and living conditions for children;
- Scientific justification of preventive recommendations and measures to preserve the health of the child population in educational institutions (extracurricular, preschool, vocational, etc.), health-oriented facilities, leisure facilities, temporary accommodation facilities, etc.
Most significant scientific achievements:
- Participation in the development of Order No. 1604 of the Ministry of Health of Ukraine dated October 21, 2025, “On Amendments to the Sanitary Regulations for Preschool Educational Institutions,” registered with the Ministry of Justice of Ukraine on November 6, 2025, under No. 1622/45028, which sets forth the Sanitary Regulations for Preschool Educational Institutions in a new edition;
- Participation in the drafting of Order No. 1638 of the Ministry of Health of Ukraine dated October 29, 2025 “On Approval of Amendments to the Sanitary Regulations for General Secondary Education Institutions,” registered with the Ministry of Justice of Ukraine on November 17, 2025, under No. 1682/45088, which supplements the Sanitary Regulations with a new section titled “Civil Defense Shelter Facilities”;
- Participation in the development of Order of the Ministry of Health of Ukraine No. 1590 dated September 13, 2024, “On the Approval of Criteria for Assessing the Physical Development of Children Under 18 Years of Age,” registered with the Ministry of Justice of Ukraine on September 27, 2024, under No. 1459/42804;
- Participation as a member of the National Coordination Council for the STEPS 2026 study (coordinated by the WHO Country Office in Ukraine) and the Interagency Coordination Working Group on the Implementation of the National Action Plan on Noncommunicable Diseases (coordinated by the Ministry of Health of Ukraine);
- Development of the subsection “Civil Protection Structures and Dual-Use Structures” for Section III of the Sanitary Regulations for General Secondary Education Institutions, approved by Order of the Ministry of Health of Ukraine No. 2205 dated September 25, 2020;
- Drafting of the regulatory act “Sanitary Regulations for Electronic and Printed Educational Materials” (Letter No. 163 of the Committee on Hygienic Regulation of the Ministry of Health of Ukraine dated June 12, 2024);
