An expanded meeting of the Entrepreneurs’ Committee on Natural Resource Use and Environmental Protection of the Ukrainian Chamber of Commerce and Industry was held on the topic “Sanitary Protection Zones: Practical Application of Amendments to Order No. 173-96”

On September 29, 2026, an expanded meeting of the Entrepreneurs’ Committee on Natural Resource Use and Environmental Protection of the Ukrainian Chamber of Commerce and Industry was held on the topic “Sanitary Protection Zones: Practical Application of Amendments to State Standard No. 173-96.”

The event was attended by representatives of the Ukrainian Chamber of Commerce and Industry, the Verkhovna Rada of Ukraine, the Ministry of Health of Ukraine, the State Enterprise “Committee on Hygiene Regulation of the Ministry of Health of Ukraine,” the State Service of Ukraine for Food Safety and Consumer Protection, the State Institution «Marzieiev Institute for Public Health of the National Academy of Medical Sciences of Ukraine», the Ministry of Economy and Environment of Ukraine, as well as representatives of the business community, business associations, and others.

The State Institution «Marzieiev Institute for Public Health of the National Academy of Medical Sciences of Ukraine» was represented by:

Olena TUROS – Deputy Director for Scientific Work, Doctor of Medical Sciences, Professor;
Alla GRIGORENKO – Advisor to the Director, Candidate of Medical Sciences;
Arina PETROSIAN – Head of the Department of Air Quality, Doctor of Biological Sciences, Senior Researcher;
Tatiana MAREMUKHA – Leading Researcher of the Department of Air Quality, Candidate of Medical Sciences.

The main topic was a discussion of practical issues arising from changes in public health legislation, particularly regarding the establishment and adjustment of the boundaries of public health protection zones, the preparation of necessary materials, and the procedures for completing the relevant processes. Special attention was paid to the application of new requirements to existing enterprises, new technologies, the reconstruction and modification of production facilities, as well as the interconnection of these procedures with the regulation of atmospheric emissions and industrial pollution.

During the meeting, the following topics were discussed:

the practical application of amendments to State Standard No. 173-96;
the procedure for establishing and adjusting the boundaries of sanitary protection zones;
the action plan for enterprises and the list of required materials;
issues related to the medical and sanitary justification for determining the size of the sanitary protection zone;
practical and scientific-methodological aspects of determining the size of the sanitary protection zone;
issues regarding the sanitary protection zone in the context of regulating atmospheric emissions and industrial pollution;
practical challenges faced by businesses when implementing the new requirements.

The participation of representatives from the State Institution «Marzieiev Institute for Public Health of the National Academy of Medical Sciences of Ukraine» in the event facilitated the exchange of professional experience and the discussion of current issues in the field of public health, hygiene regulations, and the assessment of the impact of industrial pollution on the population.
