Demographic security is a component of national stability in wartime
The full-scale war unleashed by the Russian aggressor against Ukraine has caused enormous human losses to our state and created new challenges for national security. The issue of the demographic situation is becoming particularly important today — after all, it is not just a matter of birth and death statistics, but of preserving the Ukrainian people as a nation, its labor and intellectual potential.
In the context of martial law and future post-war recovery, human capital is becoming the main value of the state. Without strengthening families, supporting birth rates, bringing back young people, and creating conditions for a decent life for the population, neither economic revival nor lasting peace is possible.
CHALLENGES OF THE DEMOGRAPHIC SITUATION IN THE CHERNIVTSI REGION
The Chernivtsi region, which has become a refuge for thousands of internally displaced persons, also faces a number of demographic problems. On the one hand, the region remains an area of stability and security, but on the other hand, there is a decline in the permanent population, an aging society, and an outflow of young people from the region and the state.
The threat of losing demographic potential requires immediate action. Therefore, one of the priorities of the regional authorities is to create a systematic program that will allow combining the resources of medicine, education, social policy, and local self-government to preserve and restore the region’s population.
SCIENTIFIC RESEARCH AS THE BASIS FOR A COMPREHENSIVE PROGRAM
In order to develop a comprehensive regional inter-sectoral program to overcome the demographic crisis in the Chernivtsi region, a thorough scientific study of the demographic situation and reproductive potential of the region in terms of communities will be conducted.
Its goal is to create scientifically sound recommendations for effective management decisions aimed at supporting fertility, family health, and social stability after the war.
JOINT WORK OF THE GOVERNMENT, SCIENCE, AND COMMUNITIES
On the initiative of the head of the Chernivtsi Regional State Administration – Military Administration Ruslan Zaparanyuk, a working meeting of the region’s community leaders with the director of the State Institution «Marzieiev Institute for Public Health of the National Academy of Medical Sciences of Ukraine,» Professor Igor Shkrobanets, and the Director General of the State Institution «Chernivtsi Regional Center for Disease Control and Prevention of the Ministry of Health of Ukraine» Natalia Hopko.
The meeting was also actively attended by the acting chairman of the Chernivtsi Regional Council, Mykola Guitor, who stressed that overcoming the demographic crisis is only possible if all branches of government, scientists, and communities work together.
STATE SUPPORT FOR SCIENTIFIC INITIATIVES
This study was initiated by the Professor Igor Shkrobanets and is part of the scientific agenda of the State Institution «Marzieiev Institute for Public Health of the National Academy of Medical Sciences of Ukraine,» which covers issues related to assessing the current demographic situation in the country and developing state measures to stabilize it.
The President of the National Academy of Medical Sciences of Ukraine, Academician Vasyl Lazoryshynets, is personally overseeing the implementation of this project, emphasizing that preserving the lives and health of Ukrainians is a strategic task for the state in its war against the aggressor.
Demographic stability is not only a matter of development, but also a condition for Ukraine’s victory and revival.
