National multi-stakeholder workshop Biocides management in Ukraine: base-line situation and gaps to be addressed to reduce biocides health risks

According to the preliminary information on biocides, the development of the National review of the current situation on biocides management in Ukraine is one of the main shortcomings in the chemicals management.
Based on preliminary assessment the main gaps are:
– Imperfection of legislative basis, including presence of disagreements in legislative and other normatively-legal acts which are regulate the handling of chemicals, in particular, biocides,
– Lack of coordination of activities performed by all stakeholders at national and local levels;
– Lack of systemic approach to decision-making on provision of chemical safety and sound chemicals management in main industries based on joined conceptually-agreed and scientifically-grounded state policy in the area at national, regional and industrial level;
– Lack of coordinated national policy in regulation of chemicals (industrial and agricultural) and chemical products developed based on best practices analysis and its implication at national level;
– Insufficiency of capacities for collection of information including of information on negative effects on human health and environment;
– Classification and labelling according to GHS as well as classification of biocides and biocide products according to international approaches;
– Lack of capacities and commitments for implementation of relevant international agreements in chemical safety area.
To address this issue, WHO Regional Office for Europe, in cooperation with the State Institution “O.M. Marseiev Institute for Public Health of the National Academy of Medical Sciences of Ukraine”, has implemented the project “Strengthening Capacities for Sound Management of Biocides (Pesticides and Disinfectants) to Reduce Population Exposure in Ukraine”, financially supported by the United Nations Environment Programme (UNEP).
Introduction
The international workshop was organised as a part of the project to strengthen the national capacity of Ukraine and ensure safe use and production of the selected groups of biocides, in particular pesticides, and disinfectants through their life-cycle, for the purpose of open multilateral discussion of the experience and lessons learned between experts from Ukraine and international experts with advanced expertise in biocides management.
The national and international experts, governmental and non-governmental stakeholders and industry representatives discussed the following topics:
– Pesticides and biocides regulations: existing practice
– Biocides and pesticides regulations in the European Union
– Industry views and experiences in the EU biocides legislation
– WHO Pesticide Evaluation Scheme (WHOPES)
– Biocides management in Ukraine: base-line situation
The meeting resulted in the identification of the national assessment and social-economic impact evaluation as well as the approach to the legislation development. Needs for the training of the key specialists in the area of biocides evaluation and management has been stressed.
List of the national governmental experts, representatives of the industry and non-governmental organizations, international experts that participated in the workshop is attached as Annex 1.
Opening
When opening the workshop, Prof Andriy Serdjuk, Director of the Institute for Public Health, Ukraine, noted that there are two main priorities in the country – environmental health in general and chemicals safety in particular.
Dr Irina Zastenskaya represented the WHO Regional Office for Europe; Dr Marthe Everard, WHO Representative in Ukraine; Dr Natalia Korol, National Coordinator for Noncommunicable Diseases of the WHO Office in Ukraine; Dr Maristella Rubbiani, Head of Products and Substance Management Department of the National Institute of Health, Consumer Electronics, Chemical, Cosmetic and Consumer Protection (Italy) (Istituto Superiore di Sanità, Italy); Ms Flore Cognat, Specialist Chemistry Group Manager, European Chemical Industry Council (CEFIC). The meeting was attended by the Vice-President of the National Academy of Medical Sciences of Ukraine, Academician of the National Academy of Medical Sciences of Ukraine, Mr Dmitriy Zabolotniy.
The representative of the National Academy of Medical Sciences of Ukraine in his welcoming speech noted that harmonisation of approaches to chemicals management with the European Union practice, including biocides regulation, was one of the main objectives in the area of sound chemicals management in Ukraine. The joint project of WHO and the Institute for Public Health, Ukraine, financed by UNEP was a starting point in the development of the National action plan for implementation of sound biocides management in Ukraine.

The WS objectives:
Discuss the report on assessment of the base-line situation regarding biocides regulation in Ukraine and identify gaps in biocides management
Tasks:
1. Present the situational analysis conducted by the national expert team
2. Introduce the EU system of biocides regulation from the perspective of various stakeholders – government/authorities and the industry
3. Discuss approaches to biocides/hazardous chemicals risk assessment and social-economic impact assessment
4. Identify gaps to be addressed in at least four areas: legislation; institutional arrangements; capacities; technical issues.
The scope and purpose of the workshop were introduced by Dr Irina Zastenskaya.
The programme was adopted by the meeting participants without amendments (Annex 2).
In her welcoming speech Dr. Marthe Everard, WHO Representative, Head of the WHO Office in Ukraine, highlighted the importance of this timely organised event to increase awareness of the biocides management in Ukraine due to health and environmental concern related to biocides use, and expressed a hope that the WS would contribute to addressing gaps in the biocides management in Ukraine.
The Vice-President of the National Academy of Medical Sciences of Ukraine, Academician D.I. Zabolotnoy congratulated the IPH staff with QSP grant award, that was an evidence of not only high scientific potential but also a clear civil position of the Institute and expressed an expectation that the Institute team will contribute to the population well-being through the successful implementation of the project. Prof Nadezhda S. Polka provided basic information on the project, its objectives, tasks, expected outcomes and activities that had been performed to the WS dates.
The following information was shared by international experts during the workshop:

– WHO Pesticide Evaluation Scheme (WHOPES) (Ms Irina Zastenskaya, WHO Regional Office for Europe)
The main findings of the national assessment of biocides management in Ukraine were reported:
– Production, import, export, transportation, use and disposal of biocides – Ministries, agencies and other state institutions involved in the biocides management.
– Technical infrastructure.
– Preparedness for emergency situations, appropriate measures and follow-up activities.
– Awareness and understanding of problems by employees; training of target groups and specialists.
– The role of the public in informing and risk management training related to biocides.
– Legal instruments and non-regulatory mechanisms for the rational management of chemical substances, including biocides.
– Assessment of social and economic consequences (health effects) as a result of inexpedient biocides treatment.
During the second day of the workshop, there were discussions in the working groups on the following issues:
– Legislation. Moderator – Shumilo A.N.
– Infrastructure and institutional arrangements. Moderator – Dmitruk N.M.
– Technical capabilities. Moderator – Omelchuk S.T.
– Pilot assessment of the effectiveness of biocide management. Moderator – Surmasheva A.V.
During the meeting, there was an active discussion of the reports by both Ukrainian and international experts.
The national and international experts proposed a stepwise approach to the development of the National action plan for sound biocides management in Ukraine including the national legislation. The legislation and approaches to biocides regulation should correspond to the European Union approaches taking into account previous national experience and international commitments of Ukraine.
The following conclusions were made based on the discussion outcomes:
The National review of the current situation in biocides management (pesticides and disinfectants) in Ukraine was carried out within the project “Strengthening Capacities for Sound Management of Biocides (Pesticides and Disinfectants) to Reduce the Impact on the Population of Ukraine”
1. The National Review summarised the data on the production, import, export, transportation, use/consumption of biocides in Ukraine and the management of their waste, as well as legal, institutional, administrative and technical aspects of biocide management in Ukraine;
2. The expert assessment of the current status of biocide products regulation in Ukraine provided suggestions and recommendations for strengthening capacities and establishing a system for sound management of biocides in Ukraine during their life cycle; they can be used for further planning of actions aiming at reduction of the negative impact of biocides on the environment and human health in Ukraine;
3. There are national capacities in Ukraine that allow further progress in the area of biocides regulation:
3.1. The central executive authorities responsible for biocide management in Ukraine are well-structured and have a skilled staff;
3.2. There is a developed system of laboratory centres accredited in the field of hazard identification in environmental objects, agricultural products, food products, household items
4. The following gaps that should be addressed were recognized:
4.1. there is no official data on the resources available for the management of biocides products;
4.2. there is no specific position on biocide management in the central executive authorities.
4.3. poor intersectoral cooperation and coordination at all stages of the biocides management as a result of cancellation of the State sanitary and epidemiological service of Ukraine and authorization of the State Service of Ukraine on Food Safety and Consumer Protection in the area of biocides management;
4.4. there is no legally-established body that regulates and coordinates the work of the laboratory service;
Available and required resources for biocide management
– Available resources for biocide management
1.1. Public organisations, which is associated with the activities of public organisations in the areas of environmental protection, health and agricultural production, lies, in particular, in monitoring environmental objects, informing the public, conducting trainings and other information and training activities.
1.2. The information on environmental pollution caused by biocides, accumulation of waste, the presence of hazardous chemicals in potable water and food is published in the media and is available to the public.
2. Required resources for biocide management
2.1. Ensuring the safety of biocides consumption requires not only increased resources but also the mobilisation and rational use of those available.
2.2. It is necessary to involve actively in the biocides management the existing staff capacity of various departments, including academic research institutions.
2.3. There remains an urgent issue of the support at the state level of special professional training of specialists at different levels of the government – decision-makers, laboratory experts and state institutions, etc. This training should include the issues of occupational health, environmental protection, preventing the illegal circulation of biocides, recycling hazardous waste and preventing possible harmful effects on public health.
2.4. The issue that needs to be solved is the provision of a modern technical equipment to the institutions engaged in biocides research. A prerequisite for this is the development of state-entrepreneurial interaction between governmental institutions and business representatives. Also, international organisations and their experience should be actively involved in cooperation in the field of biocide management.
2.5. The creation of legislative and regulatory documents, adapted to the EU, regulations on the biocides treatment. The approach should be comprehensive, including the control of raw materials, production, use of preparations before their disposal. As a result, it is planned to create a state regulatory mechanism that should strengthen the rational biocides management capacity and influence the reduction of their negative impact on the population.
Recommendations and the next steps:
– Finalize the national situation assessment and the social economic analysis, and publish them on the project web-site
– Organize a training for the key national experts on biocides evaluation and regulations
– Develop the national legislation taking into account the European Union approaches and the national experience.
The workshop was closed at 16.00 on 24 November 2017.
