\ud83c\udfe5 In 2025, in line with the direction of state health policy, state institutions under the jurisdiction of the National Academy of Medical Sciences of Ukraine were integrated into the country\u2019s unified healthcare system \u2013 the Medical Guarantees Program.<\/p>\n\n\n\n
The National Health Service of Ukraine is the purchaser of medical services.<\/p>\n\n\n\n
\ud83d\udccdThe new model for financing healthcare facilities requires a modern managerial approach to facility management, optimization of their operations, and the concentration of available material, technical, and human resources.<\/p>\n\n\n\n
In accordance with the Procedure for Implementing the Program of State Guarantees for Medical Care for the Population in 2026, approved by Resolution of the Cabinet of Ministers of Ukraine No. 1808 dated December 31, 2025, \u201cCertain Issues Regarding the Implementation of the Program of State Guarantees for Medical Care for the Population in 2026,\u201d a service package titled \u201cTransitional Financial Support for the Provision of Medical Services by Healthcare Facilities\u201d is envisaged for 2026.<\/p>\n\n\n\n
\ud83d\udc49At the same time, the tariff for transitional financial support for healthcare facilities that are not being reorganized by conversion into a state-owned non-profit corporation or through a merger or consolidation will be calculated using a reduction factor starting April 1, 2026.<\/p>\n\n\n\n
The National Academy of Medical Sciences of Ukraine, with the aim of ensuring the stable operation of subordinate state institutions, conducted an assessment of the institutions\u2019 capacity to carry out their statutory activities in 2026.<\/p>\n\n\n\n
\ud83d\udccaAccording to the assessment results, 12 scientific institutions were identified as being at risk of being unable to carry out their statutory activities in 2026.<\/p>\n\n\n\n
Currently, measures to reorganize state institutions are being carried out in close coordination and in consultation with the Verkhovna Rada Committee on National Health, Medical Care, and Health Insurance, the Ministry of Health of Ukraine, the Ministry of Finance of Ukraine, and the National Health Service of Ukraine.<\/p>\n\n\n\n
\ud83d\udccdThese actions are being carried out by the National Academy of Medical Sciences of Ukraine with the aim of preserving the scope of medical care and scientific activities provided by state institutions; they will allow the heads of these institutions to retain their staff, ensure scientific and clinical work is maintained at an appropriate level, accumulate financial resources for 2027 to strengthen the material and technical base, and consider the possibility of contracting for additional service packages under the medical guarantees program in 2027.<\/p>\n\n\n\n
